Area Sex Offender Fails To Register; Now Facing Federal Charges In Wyoming After Moving From Mercer County

Work by the Mercer County Sheriff’s Department assists in apprehending a former Quad-City area man for failing to register as a sex offender. According to a Quad City Times report, 49-year-old Chad Allen Kemper is facing a federal charge after he moved to Cheyenne, Wyoming and failed to register. Mercer County authorities were involved in the investigation because Kemper had been living in New Boston until he moved to Cheyenne in October.
He was convicted of a charge of lascivious acts with a child in Louisa County, Iowa in 2003.
The Times report says Kemper is charged with one count of failure to register as a sex offender in U.S. District Court in Wyoming. He was taken into custody last week. The charge carries a maximum prison sentence of 10 years. The Times story reveals Kemper had been residing and working in Cheyenne.
