WRMJ News Director Jim Taylor caught up with Rockridge senior Phoebe Joy this morning. She has been named the Milan Area Rotary Club Student of the Month for December, but that’s not her only honor this month. She’s also been named an Illinois State Scholar and was selected for the Illinois Music Education Association All-State Band.
